The Coast Guard is establishing a permanent security zone in the vicinity of Seaport Manatee facilities and ship berths. This action is necessary to enhance safety and protect vessels, facilities and infrastructure from potential threats. This regulation will allow for controlled access of authorized vessels and facility personnel within the security zone.

Safety Zone; West of Cyril E. King Airport, St. Thomas, VI

The Coast Guard is extending the effective period of the current temporary safety zone to December 31, 2025. This action is necessary to protect personnel, vessels, and the marine environment from potential hazards created by the proximity of the low flying aircrafts to vessels in the vicinity of the waters off the Cyril E. King Airport in St. Thomas, USVI. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector San Juan.

AND WHITE SMOKE MARKERS WILL BE PRESENT. THE AREA OF HAZARD IS SURFACE TO 10000 FT. MARINERS ARE URGED TO AVOID THE AREA.

NOAA FISHERIES ANNOUNCES THAT A VOLUNTARY VESSEL SPEED RESTRICTION ZONE UNDER THE RIGHT WHALE SLOW ZONE PROGRAM IS CURRENTLY IN EFFECT EAST OF OCRACOKE, NORTH CAROLINA TO PROTECT RIGHT WHALES. THIS RIGHT WHALE SLOW ZONE IS IN EFFECT THROUGH DECEMBER 2, 2025. NOAA REQUESTS MARINERS TO ROUTE AROUND THIS ZONE OR TRANSIT THROUGH IT AT TEN KNOTS OR LESS.

THE EAST OF OCRACOKE SLOW ZONE AREA IS BOUNDED BY: 35 DEGREES 16 MINUTES NORTH, 34 DEGREES 35 MINUTES NORTH, 076 DEGREES 31 MINUTES WEST, 075 DEGREES 41 MINUTES WEST.

National Commercial Fishing Vessel Safety Advisory Committee; Vacancies

The U. S. Coast Guard is resoliciting applications from persons interested in membership on the National Commercial Fishing Safety Advisory Committee (Committee). On June 17, 2025, the Coast Guard published in the Federal Register (90 FR 25621, Docket No. USCG- 2025-0148) an announcement that we were soliciting applications for membership on the Committee. We did not receive a sufficient number of applications overall, nor did we receive any applications for three (3) vacancies for representatives of the commercial fishing industry and one (1) vacancy for a representative of the manufacturers of equipment of vessels for which Chapter 45 of Title 46 of the United States Code applies. Therefore, we are resoliciting for applications for all eighteen (18) vacancies. We particularly encourage applications from representatives of the commercial fishing industry and equipment manufacturers.
