The Coast Guard is extending the effective period of the current temporary safety zone to December 31, 2025. This action is necessary to protect personnel, vessels, and the marine environment from potential hazards created by the proximity of the low flying aircrafts to vessels in the vicinity of the waters off the Cyril E. King Airport in St. Thomas, USVI. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector San Juan.

Recertification of Cook Inlet Regional Citizens' Advisory Council
The Coast Guard announces the recertification of the Cook Inlet Regional Citizens' Advisory Council (CIRCAC) as an alternative voluntary advisory group for Cook Inlet, Alaska. On June 13, 2025, CIRCAC requested an annual recertification in accordance with the 2002 revised recertification procedures. Based on the submitted recertification application, there have been no substantive changes to the information provided at the last triennial recertification.

National Commercial Fishing Vessel Safety Advisory Committee; Vacancies
The U. S. Coast Guard is resoliciting applications from persons interested in membership on the National Commercial Fishing Safety Advisory Committee (Committee). On June 17, 2025, the Coast Guard published in the Federal Register (90 FR 25621, Docket No. USCG- 2025-0148) an announcement that we were soliciting applications for membership on the Committee. We did not receive a sufficient number of applications overall, nor did we receive any applications for three (3) vacancies for representatives of the commercial fishing industry and one (1) vacancy for a representative of the manufacturers of equipment of vessels for which Chapter 45 of Title 46 of the United States Code applies. Therefore, we are resoliciting for applications for all eighteen (18) vacancies. We particularly encourage applications from representatives of the commercial fishing industry and equipment manufacturers.

Drawbridge Operation Regulation; Newark Bay, Between the City of Newark and City of Bayonne, NJ
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Lehigh Valley Drawbridge. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. We invite your comments on this action.

Safety Zone; Fireworks Displays Within the USCG East District (Formerly Fifth Coast Guard District); The Wharf, Washington, DC
The Coast Guard will enforce a safety zone for a fireworks display at "The Wharf DC," in Washington, DC, to provide for the safety of life on navigable waterways during this event. Our regulation for recurring safety zones for fireworks displays within the USCG East District identifies the precise location. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

Cooperative Research and Development Agreement: Uncrewed Surface Vessels (USVs) for Maritime Safety and Security Operations
The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Saronic Technologies, Inc. to research the potential of Uncrewed Surface Vessels (USVs) for maritime safety and security missions in extended offshore operations. The Coast Guard is seeking public comment on this proposed partnership and potential involvement from other parties. In addition, the Coast Guard also invites other potential non-Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.

The U.S. Coast Guard is establishing a temporary safety zone offshore of Huntington Beach, CA, in support of the Pacific Airshow. This safety zone is necessary to provide for the safety of life on these navigable waters during the airshow and to protect the high concentration of spectators attending the event. This regulation prohibits vessels from entering into, transiting through, or remaining within the safety zone unless specifically authorized by the Captain of the Port, Los Angeles–Long Beach (COTP), or a designated representative.

Request for Information on Multi-Service Vessels and Vessels of Opportunity
The Coast Guard is requesting input from the public to better understand the operations of multi-service vessels (MSVs), specifically regarding the use of vessels of opportunity (VOOs). Public feedback will help to assess the current state of MSVs and VOOs in support of the marine transportation system and oil spill response activities.
