Changes to Navigation and Vessel Inspection Circulars

The Office of Merchant Mariner Credentialing published changes to five Navigation and Vessel Inspection Circulars concerning qualification for certain Merchant Mariner Credential Standards of Training, Certification, and Watchkeeping for Seafarers, 1978, as amended endorsements.
