The Coast Guard is proposing to amend its regulations for annual marine events in the Sector Houston-Galveston area of responsibility. This proposed rulemaking would prohibit persons and vessels not participating in the event from being within the specified zones unless authorized by the Captain of the Port Houston-Galveston or a designated representative.
