Special Local Regulations; San Diego Parade of Lights, San Diego, CA

The Coast Guard will enforce the San Diego Parade of Lights special local regulations on the waters of San Diego Bay, California on December 8, 2024, and December 15, 2024. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port Sector San Diego or a designated representative.

Final Programmatic Environmental Impact Statement for the Expansion and Modernization of Base Seattle

The U.S. Coast Guard (Coast Guard) announces the availability of the Final Programmatic Environmental Impact Statement (PEIS) for the Expansion and Modernization of Base Seattle. In accordance with National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) NEPA implementing regulations, the Final PEIS analyzes the potential environmental and socioeconomic impacts, and identifies related mitigation measures, associated with land acquisition, facility and infrastructure modernization, and continued operation to support current and future Coast Guard missions at Base Seattle.

National Maritime Security Advisory Committee; December 2024 Virtual Meeting

National Merchant Marine Personnel Advisory Committee; December 2024 Virtual Meeting

Great Lakes Pilotage Advisory Committee; Vacancies; Correction

The Coast Guard published a notice on October 22, 2024, regarding two vacancies on the Great Lakes Pilotage Advisory Committee (Committee). The Great Lakes Pilotage Advisory Committee provides advice and makes recommendations to the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to Great Lakes pilotage. The October 22 notice contained incorrect vacancy descriptions. This document corrects those errors.

Safety Zone; Firework Display Within the Sector Columbia River Captain of the Port Zone

The Coast Guard will enforce safety zone regulations for the City of Richland Lighted Boat Parade Fireworks Display on December 6 and 7, 2024, to provide for the safety of life on navigable waterways during this display. Our regulation for safety zones within the Sector Columbia River Captain of the Port Zone identifies the regulated area for this event in Richland, WA. During the enforcement period, no person may enter or remain in the safety zone unless authorized by the Captain of the Port Sector Columbia River or a designated representative.

Drawbridge Operation Regulation; Sacramento River, Rio Vista, CA

The Coast Guard is temporarily modifying the operating schedule that governs the draw of the California Department of Transportation Rio Vista (State Route 12) highway bridge across the Sacramento River, mile 12.8, at Rio Vista, CA. This action is necessary to allow the bridge owner to complete rehabilitation of the bridge.
