This post provides links to updated forms CG-2692 and CG-2692B, which have both been revised to account for the amended marine casualty property damage thresholds published in a Final Rule March 19, 2018. The new thresholds are effective today.

4/9/2018: Inmarsat network migration impact on maritime distress and safety services
Inmarsat has announced that it will migrate Inmarsat-C, Mini C, and Fleet77 used for Global Maritime Distress & Safety System, Long Range Identification and Tracking and Ship Security Alerting Systems from their I-3 to their I-4 Network. This migration will begin 1000 UTC on April 16, 2018 and take approximately nine months to complete.

4/4/2018: Marine Safety Alert 04/18 – Operation of main propulsion and essential auxiliary machinery
This alert is issued to inform operators of the role that the main propulsion lube oil system was found to have played in the EL FARO casualty. This alert also recommends that operators, especially ship engineers, review the operational procedures and limitations of vital propulsion machinery, and verify compliance with SOLAS, Classification Society and regulatory standards.

4/4/2018: National Boating Safety Advisory Council meeting scheduled
The National Boating Safety Advisory Council and its Subcommittees will meet May 8-10, 2018 in Portland, Oregon, to discuss issues relating to recreational boating safety. These meetings will be open to the public.

4/3/2018: National Maritime Security Advisory Committee vacancies
The Coast Guard is seeking applicants for 16 positions on the National Maritime Security Advisory Committee. Completed applications should reach the Coast Guard on or before May 3, 2018.

4/2/2018: Civil monetary penalty adjustments for inflation
The Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 was signed into law Nov. 2, 2015. Pursuant to the 2015 Act, all agencies must adjust civil monetary penalties annually and publish the adjustment in the Federal Register. The new penalties will be effective for penalties assessed after April 2, 2018 whose associated violations occurred after Nov. 2, 2015.

3/29/2018: Reminder – application period for Towing Safety Advisory Committee membership open until April 10
The Coast Guard will consider applications for five positions that will be vacant Sept. 30, 2018: Two positions representing the barge and towing industry, reflecting a regional geographical balance; one position representing the offshore mineral and oil supply vessel industry; one position representing shippers; and one position drawn from the general public to serve as a Special Government Employee. To be eligible, applicants should have particular expertise, knowledge, and experience regarding shallow-draft inland, coastal waterway, and offshore, navigation and towing safety.

3/29/2018: Chemical Transportation Advisory Committee vacancies
The Coast Guard will consider applications for eight positions that become vacant Sept. 16, 2018. The membership categories are: Chemical manufacturing, marine handling or transportation of chemicals, vessel design and construction, marine safety or security, and marine environmental protection. Completed applications should reach the Coast Guard on or before May 29, 2018.

3/28/2018: Great Lakes Pilotage Advisory Committee vacancies
The Coast Guard announced in the Federal Register that it is seeking applications until April 27, 2018, for membership on the Great Lakes Pilotage Advisory Committee. This Committee provides advice and makes recommendations to the Secretary of Homeland Security through the U.S. Coast Guard Commandant on matters relating to Great Lakes pilotage, including review of proposed Great Lakes pilotage regulations and policies. To be eligible, applicants should have particular expertise, knowledge, and experience regarding the regulations and policies on the pilotage vessels on the Great Lakes, and at least five years of practical experience in maritime operations.

3/23/2018: National Offshore Safety Advisory Committee vacancies
The National Offshore Safety Advisory Committee advises the Secretary of the Department of Homeland Security on matters and actions concerning activities directly involved with or in support of the exploration of offshore mineral and energy resources insofar as they relate to matters within U.S. Coast Guard jurisdiction. Applicants selected for service on the National Offshore Safety Advisory Committee via this solicitation will not begin their respective terms until Jan. 31, 2019.
